GALILEO & GNSS research under FP7

GALILEO research and development activities under FP7 are managed by the GNSS Supervisory Authority. They must:

  • build upon work carried out under previous research programmes – in particular the GALILEO development programme pursued under FP5 and FP6 and the European Space Agency’s (ESA) GALILEOSat programme - to fill remaining gaps and move towards strategic objectives;

  • create real benefits for stakeholders. The return on public investment will be assessed on the basis of the benefits for stakeholders (including overall economic value), correlated with time-to-market of project outputs

FP7 will support:

  • the development of applications of wide public interest that will improve the quality or the efficiency of public services across the EU or that could become relevant instruments for the implementation of EU policies. It will also support the development of other GNSS applications, taking into account;
  • expected impact in terms of market penetration and economic value;

  • funding of high-potential and high-risk applications less likely to attract private investment;

  • an adequate balance of risks within the FP7 project portfolio;
  • the setting up of public enablers of GALILEO/EGNOS service adoption. This will include the certification of systems and applications, standardisation of system elements (particularly user segment technologies, and development of security-related elements);

  • system evolution to lay the groundwork for mission definition and system requirement updating, based on the timing of system renewal, user demand evolution and cost efficiency;

  • networking including international activities to increase global visibility, and the engagement of SMEs to finance early-stage research and prototype development.

Coordinated approach

The GSA coordinates its activities with European Space Agency (ESA) research and development programs, to avoid overlaps and optimize results.  It also takes account of:

  • other GNSS activities managed by DG RTD, DG INFSO and DG TREN with potential synergies in terms of applications and systems including the Global Monitoring for Environment and Security (GMES) and EU satellite telecommunications programmes
  • national GNSS R&D activities

Calls 2008
There are no Calls or events in FP7 Transport at the moment. Nor are there any transport related research opportunities in the FP7 Calls currently open in other Thematic Priorities (ICT and Energy). Download 2008 Call Roadmap.

The 2008 GALILEO Call will open in November (no date as yet) and close in February 2009.  It will include opportunities for research in road transport and aviation applications.  The Commission usually holds an information Day for this but it's not yet been announced.  In the meantime if he is interested in tracking developments, he needs to follow the GALILEO Supervisory Authority (GSA) website http://www.gsa.europa.eu/go/randd/fp7

Outside of FP7 though, there is the LIFE + (Environment) instrument - for which the 2008 Call opened on 15 July and closes (deadline for proposals to be submitted to Member States) on 21 November.  Proposals can be submitted by anyone.  In the UK  proposals should be submitted to Beta Technology http://www.betatechnology.co.uk/news?id=65, acting on behalf of DEFRA.  LIFE + funds a wide range of transport related projects.  For examples Gary should look at the Homepage http://ec.europa.eu/environment/life/index.htm and click on the Themes listed on the left hand side. All themes (except for agriculture) include vehicle related projects.

2009
In 2009 the only calls open in FP7 Transport will be:

We will place details on our website of any transport related research opportunities in other FP7 Thematic Priorities once their workprogrammes have been finalised. Other opportunities will be launched in:

  • Intelligent Energy Europe 2009
  • LIFE + 2009

2010
The next full Call for FP7 Transport will be launched in about July 2010.  The workprogramme is still being negotiated.

Summary of Topics
We have prepared a summary of research topics.  Proposers should not rely on this when preparing a proposal – but refer to the official documents available on the CORDIS FP7 Cooperation Call for Proposals.

The statement of works for each topic will be published when the Call for Tenders are published.  The presentations at the recent Information Day provide indicative information (download from Session 2 on GSA: DAY 2: Thursday, 15 November 2007).
