European Programmes

Transport policy research in FP7 is complemented by a number of other European Programmes. In particular:

  • Intelligent Energy Europe Programme (2007-2013 €M730): part of the Competitiveness and Innovation Programme, it addresses policy and implementation issues associated with the energy aspects of transport - in particular, barriers to the uptake of new technologies. It includes three areas with transport relevance;
    • STEER: policy measures for the efficient use of energy in transport:
      • Energy efficient transport
      • Clean vehicles and alternative fuels
      • Transport capacity building in local/regional agencies

    • STEER & ALTENAR: alternative fuels production and processing supply side.
    • Call for tenders: Studies/services in a range of sectors including Transport.

    The 2008 Call opened on 12th March 2008 and closes on 26th June 2008. It has a budget of some Euro 45 Million. For transport activities €M12.9 million is available as grants supporting up to 75% of eligible costs.  For Calls for tender some €13.72M is available. A UK information Day is to be held by ENERGIE Helpline UK on 26 April 2008 in London. LIFE + (2007-2013 €M 2,190) is a new financial instrument for the Environment. It supports environmental demonstration and nature conservation projects on Oceans and Land use and reducing the negative impacts of economic activity (energy in transport, urban transport, ports, climate change). There will be Annual calls. Proposals are submitted via Member States to the Commission. The 2008 Call will provisionally be launched on 15th July 2008.

MARCO POLO Programme(2007-1013 €M 400)supports services, ancillary infrastructure and moveable assets (not research, studies or core infrastructure) which transfer freight from roads to other modes in five action areas:
  • modal shift actions: support for existing or enhanced non-road freight transport services (35%)
  • catalyst actions: to overcome structural market barriers (35%)
  • common learning actions: cooperation and sharing of know-how in freight logistics (50%)
  • motorways of the sea: (35%)
  • traffic avoidance actions: (35%)

Annual Calls. The 2008 Call was launched on 5 February 2008 with a closing date of 7 April 2008. It has a budget of Euro 59 million. Information on funded projects is available from the website. For further information contact the MARCO POLO Helpdesk

Trans-European Network - Transport Multiannual and Annual Programmes (2007-2013 ~ €M 325 to be confirmed) provides support for Member States’ transport infrastructure and technological projects in 30 priority axes (road, rail, inland waterway, motorways of the sea, airports, seaports, inland ports and traffic management systems). It is a key element of the Internal Market. Funding covers preparatory studies and a proportion of the construction work needed to deliver better access to, interconnection with, and interoperability between, national transport networks. Proposals are submitted by Member States or with agreement of Member States - by public or private bodies, international organisations, or joint undertakings. Funding for TEN-T will be managed by the TEN-T Network Executive Agency established in 2006. The 2007 Calls for proposals under the Multiannual and Annual Programmes opened on 25 May 2007 and closed on 20 July 2007.  The 2008 Call under the Annual and Multiannual Programmes is expected to be launched soon (April/May 2008).
